UNIDAD III
International conflicts

Definition:
Traditionally, the term "international conflict" referred to conflicts between different nation-states and conflicts between people and organizations in different nation-states. Increasingly, however, it also applies to inter-group conflicts within one country when one group is fighting for independence or increased social, political, or economic power (e.g., Chechnya, Kosovo).
Description:
A distinction is made between private-sector international conflicts, which are conflicts between individuals and/or businesses which just happen to come from two different countries, and conflicts between different national governments. Private conflicts are similar in nature to private domestic interpersonal or business conflicts except that they are further complicated by distance, culture, sometimes language, and an ambiguity regarding whose laws will be applied. Sometimes these issues become very difficult to handle, but increasingly, international business contracts call for dispute resolution through arbitration with one of many international arbitration organizations. This avoids jurisdictional disputes, and moderates some of the other complications as well

International relations, is a study of the relations among states and other political and economic units in the international system. Particular areas of study within the field of international relations include diplomacy and diplomatic history, international law, international organizations, international finance and economics, and communications, among others. In addition, increased attention has been paid in recent years to developing a more scientific understanding of the international system as a whole. Aspects of international relations have been studied as early as the time of the ancient Greek historian Thucydides. As a separate and definable discipline, however, it dates from the early 20th cent., when the first organized efforts were made to find alternatives to wars in nation-state international behavior. Two schools of thought quickly developed. One looks to strengthened international law and international organizations to preserve peace; the other emphasizes that nations will always use their power to achieve goals and sees the key to peace in a balance of power among competing states. With increased importance attached to a theoretical understanding of the whole international system, there has been a growing use of concepts and modes of analysis developed in the natural sciences in an attempt to improve the verifiability and applicability of theories. In many of the leading U.S. universities there are both research institutes and schools of international relations.

EJERCICIO 2
1.       Selecciona un texto en ingles relacionado con tu campo de experticia.

Torts, sometimes called delicts, are civil wrongs. To have acted tortiously, one must have breached a duty to another person, or infringed some pre-existing legal right. A simple example might be accidentally hitting someone with a cricket ball. Under the law of negligence, the most common form of tort, the injured party could potentially claim compensation for his injuries from the party responsible. The principles of negligence are illustrated by Donoghue v Stevenson. A friend of Mrs Donoghue ordered an opaque bottle of ginger beer (intended for the consumption of Mrs Donoghue) in a café in Paisley. Having consumed half of it, Mrs Donoghue poured the remainder into a tumbler. The decomposing remains of a snail floated out. She claimed to have suffered from shock, fell ill with gastroenteritis and sued the manufacturer for carelessly allowing the drink to be contaminated. The House of Lords decided that the manufacturer was liable for Mrs Donoghue's illness. Lord Atkin took a distinctly moral approach, and said,
The liability for negligence ... is no doubt based upon a general public sentiment of moral wrongdoing for which the offender must pay ... The rule that you are to love your neighbour becomes in law, you must not injure your neighbour; and the lawyer's question, Who is my neighbour? receives a restricted reply. You must take reasonable care to avoid acts or omissions which you can reasonably foresee would be likely to injure your neighbour.

The Diplomacy
Diplomacy is the art and practice of conducting negotiations between representatives of groups or states. It usually refers to international diplomacy, the conduct of international relations through the intercession of professional diplomats with regard to issues of peace-making, trade, war, economics, culture, environment and human rights. International treaties are usually negotiated by diplomats prior to endorsement by national politicians. The process of diploma tics, dealing with the study of old documents, also owes its name to the above, but its present meaning is completely distinct from that of diplomacy.

The ability to practice diplomacy is one of the defining elements of a state, diplomacy has been practiced since the inception of civilization. In Europe, diplomacy begins with the first city-states formed in ancient Greece. Diplomats were sent only for specific negotiations, and would return immediately after their mission concluded. Diplomats were usually relatives of the ruling family or of very high rank in order to give them legitimacy when they sought to negotiate with the other state.

An ambassador is the highest ranking diplomat who represents a nation and is usually accredited to a foreign sovereign or government, or to an international organization.
Sometimes countries also appoint highly respected individuals as Ambassador at Large who are assigned specific responsibilities, and they work to advise and assist their governments in a given area. The word is also often used more liberally for persons who are known, without national appointment, to represent certain professions, activities and fields of endeavor.
In everyday usage it usually applies to the ranking government representative stationed in a foreign capital. The host country typically allows the ambassador control of specific territory called an embassy, whose territory, staff, and even vehicles are generally afforded diplomatic immunity in the host country.
The senior diplomatic officers among members of the Commonwealth of Nations are known as High Commissioners, who are the heads of High Commissions. Representatives of the Holy See are known as Papal or Apostolic Nuncios, while the head of a Libyan mission is a "Secretary of the Libyan People's Bureau".
